Netflix has done it again. The streaming giant has been on a winning streak lately with hits like Unchosen, Beef, Worst Ex Ever, and Should I Marry a Murderer?. Now, it’s continuing that streak with the true story Legends.
The TV show tells the story of ordinary customs officials in the 1990s taking down some of the era’s most notorious drug gangs — despite having little formal training — in an effort to stop heroin flooding into the UK. And yes, it’s rooted in fact.
Legends is based on the 2022 book The Betrayer: How an Undercover Unit Infiltrated the Global Drug Trade by Guy Stanton, who worked in customs for 35 years and spent more than a decade as one of the undercover officers depicted in the series.
So, whether you haven’t read the book or just need a refresher on the Legends finale, we’ve got you covered. Here’s a full breakdown of the Legends ending.
What happens in the final episode of Legends?
In the sixth and final episode of Legends, Carter discovered the truth about Eddie after learning of his son’s death, realising he had been working as an informant. Acting on Eddie’s instructions, Bailey and a team of armed officers attempted to raid Carter’s warehouse, but Carter escaped in time and warned Hakan about Eddie’s betrayal.
Soon after, two of Carter’s men captured Eddie, though he managed to overpower them while trapped in the car. He later reunited with Bailey and revealed he planned to get his family out of the country.
Meanwhile, Guy was informed by Hakan that he would be paid for his work so far, but removed from the operation following the revelations around Eddie. The gang then shifted plans, arranging for the two tonnes of heroin to be transported to Germany before Carter would move it into the UK.
Frustrated after being sidelined, Guy returned home, where Don officially suspended him from active duty. Attempting to resume normal life with his wife Sophie and daughter proved difficult, especially after he was recognised at the zoo by a member of the Turkish gang and had to pretend not to know him to maintain his cover.
Later, Sophie encouraged him to return and finish the job properly, warning him not to come home while the operation was still active and dangerous.
At the same time, Erin, Bailey and Kate travelled to Germany and disrupted the exchange between the Turkish gang and Carter’s crew. The chaos ultimately led to Guy being pulled back into the operation, with a new plan formed to transport the heroin across the North Sea from the Netherlands.
Guy, Don, Kate and Bailey then travelled by boat to the Netherlands, collected the heroin shipment, and attempted to bring it back to the UK under intense pressure from the Turkish gang, who demanded delivery within two days.
After narrowly making it back, the group arrived at the final handover in London on time, accompanied by an armed support unit ready to bring the operation to an end.
Did the team take down Carter?
The money is finally handed over, but it quickly becomes clear that Hakan is planning to double-cross Guy and have him killed. Aziz’s guilty expression gives the game away, while Mylonas also begins to realise what’s happening. The hit is set to be carried out by the same member of Hakan’s crew who previously recognised Guy on the train.
Before anything can happen, however, the police storm in on Don’s orders and arrest Carter, along with Guy and Mylonas, in order to maintain Guy’s cover until the very last moment.

Hakan briefly manages to escape, eventually taking shelter in the home of Zeki, the very man he had previously murdered after Zeki attempted to overthrow him. Zeki’s photograph hangs over the house like a reminder that Hakan’s own downfall is now inevitable.
When police arrive at the property, a family member — seemingly Zeki’s mother — tells Hakan in Turkish, “You are entrusted to God,” implying she may have helped give him up to the authorities as a final act of revenge.
Meanwhile, Guy had secretly recorded the deal, giving the authorities all the evidence they needed to secure convictions. In the aftermath, the Home Secretary publicly posed with the two-tonne heroin haul for the press, while the undercover team remained largely anonymous — despite knowing the scale of what they had accomplished.
Why does Don have those scars?
While stranded on a life raft, Don finally reveals the truth behind the scars on his shoulder.
He explains that 12 years earlier, he went undercover for Manchester police to infiltrate a football hooligan group and successfully “took ’em all down.” But, much like Guy being recognised on the Tube years later, Don’s cover was eventually compromised in real life. While on Blackpool beach with his daughter, one of the men recognised him and stabbed him in the back while he was queuing for ice cream.
The attack nearly killed him and ultimately destroyed his marriage. It’s also the moment that fully explains Don’s hardened outlook throughout Legends.
“This is permanent. This is the rest of your life looking over your shoulder… the danger never leaves,” he warns the team.
So when Don closes with the line, “Legends never die,” it doesn’t sound inspirational; it sounds like a life sentence. Damn.
Did Eddie survive?
When Eddie met with Bailey, he said he was planning to get his family out of the country to safety. Given what had already happened to his son, there was still understandable concern about whether he would make it out.
Later in the episode, we get confirmation that he has succeeded. Bailey calls Eddie to tell him they’ve got Carter, while Eddie is seen poolside with his daughter in a sunny, undisclosed location.
Although he knows he can never return to the UK due to the risk of Carter’s retaliation for his role as a snitch, Eddie appears to have made his peace with it.
Did the Legends stop after this?
As Margaret Thatcher’s time in power was coming to an end, the Home Secretary informed Blake that the Legends programme was officially over. After a plea from Blake, they were permitted to finish the job, but without any additional funding or manpower. This mission would be their final operation.
When Guy returns home, we see Thatcher’s resignation on television, confirming the end of an era alongside the end of the operation.
Blake and Don congratulate the team on their success, and everyone is sent back to their normal lives and roles.
Kate, Bailey and Erin go out for a celebratory drink, while Guy returns home to his wife and daughter. That night, startled by a noise outside, he looks out from behind the curtains, clearly still on edge and haunted by his time undercover, just as Don had warned.
It’s the final reminder that although the operation is over, a part of them never truly leaves the job behind. A powerful message.
Is the Legends ending the same as the true story?
Let's not forget this is based on a true story. While the series takes some creative liberties, the real-life “Legends” programme was also highly successful. More than 12 tonnes of heroin were seized in the 1990s as part of the operation, with a street value exceeding £1 billion.
The closing credits note that the series brings the story of these Customs workers into the spotlight, finally exposing their achievements after years of remaining largely in the shadows.
